ДЕМОКРАТИЧЕСКОЕ РУКОВОДСТВО СФЕРОЙ БЕЗОПАСНОСТИ

The fifth multi-stakeholder conference on «The role of the ombuds Institutions in security sector governance» took place on 29-30 November 2016 in Kyiv. The Ukrainian parliament commissioner for human rights opened the conference by clarifying the status of the most recent reforms and their relevance to the role of ombuds institutions. More than sixty participants, including national and international experts, parliamentarians, and representatives of the Ukrainian government, security sector, international organizations such as OSCE-PCU, ODIHR, NATO Liaison Office, and representatives of civil society attended the event. Three working group discussions which focused on National Ombuds Institution, Military Ombuds Institutions and Law Enforcement Ombuds Institutions took place as a component of the Conference. The aim of the discussions was to identify a range of priorities and recommendations for Ukraine. Key recommendations include: parliamentary oversight capacity building; improving communication and coordination between the Parliamentary Committees and the Commissioner; improving the implementation of oversight legislation; ensuring oversight is proactive; and oversight actors have the necessary expertise and specialisation in order to deal with the particular issues of the security sector.
